Paper Replaces Plastic in the Middle East – and Corrugated Production Lines Are Flying Off the Shelf
If you’ve been watching the packaging world lately, you know the Middle East is in the middle of a major material shift. As of January 1, 2026, the UAE’s second-phase ban on single-use plastics kicked in – no more importing, producing, or trading disposable plastic items. That means everything from takeout containers to retail wrapping is getting a hard rethink. And it’s not just the UAE; Saudi Arabia, Bahrain, Iraq, and others are piling on similar restrictions. The result? A massive, urgent hunger for paper-based alternatives.

The numbers speak for themselves. The GCC white bag market is forecast to reach USD 507 million by 2026 and USD 748 million in 2031. The Middle East Corrugated Box market? Leading to $10 billion already in 2025 and $14.5 billion by 2034. And honeycomb paperboard packaging is growing at 7–9% annually. These aren’t just stats – they’re orders waiting to be filled.
So where do these new packaging plants get their equipment? More and more, they’re looking east. Chinese machinery offers a sweet spot: proven tech at competitive prices, and delivery timelines that actually work. Demand is surging for everything from complete corrugated Production Lines to standalonecarton box machine systems and full corrugated box manufacturing setups. Saudi and Egyptian buyers, in particular, are actively shopping.
One name that keeps coming up in this export wave is Cangzhou Baikuo Carton Machinery Co., Ltd. Based in Dongguang county, Hebei – the historic heart of China’s carton machinery industry – Baikuo has been around longer than most. They were early entrants in the industry and have been ahead of the curve for years. What sets them apart? They run their own printing press workshop, which means they don’t just assemble parts – they control quality from plate to box. A Baikuo that can manufacture a speedycorrugated production line for heavy duty shipping boxes or a flexible carton box machine for retail packaging for the client, Baikuo made it all in the house.
Since the start of 2026, their Middle Eastern inquiry volume has spiked noticeably. Many buyers are walking in specifically asking for honeycomb board production lines – that lightweight, strong, fully recyclable material that’s becoming the go-to replacement for foamed plastic. And because Baikuo can deliver whole-system solutions, not just single machines, they’re saving clients the headache of piecing together different suppliers.
This isn’t a short-term fad. Saudi Green could bring the proportion of waste sent to landfill to below 10% for the year 2035. Iraq imposes high taxes on plastic imports. Bahrain just banned thin plastic bags this August. The entire region is restructuring its packaging supply chain – and local paper pulp production simply can’t keep up. That gap is exactly where Chinese machinery steps in.
For Middle Eastern converters, the message is clear: wait too long, and your competitors will grab the capacity first. For Chinese manufacturers, the window is wide open – and Baikuo is already shipping.
